当前中国经济的增速下降主要表现为"结构性特征",具有长期性和根本性,其原因是潜在经济增长率降低,宏观经济参数和调控工具均发生了实质性变化,这要求相应地调整宏观调控政策。为此,要加快改善劳动力结构,提升劳动力质量;持续优化投资结构,提高投资效率;加快建设创新型国家,提升技术创新水平;大力推进"放管服"改革,释放体制机制红利。

The current decline in China's economic growth is mainly structural,which is fundamental and will take a long time. The reason lies in that the potential economic growth rate is decreasing,and macroeconomic parameters and regulatory tools have undergone substantial changes,which requires adjusting macro-control policies accordingly. Therefore,we must speed up the improvement of the labor force structure and the quality of labor force; continue to optimize the investment structure and improve investment efficiency; accelerate the construction of an innovative country and enhance the level of technological innovation; make great efforts to promote the reforms to delegate power,streamline administration and optimize government services and release institutional dividend.
