市民化进程中新生代农民工终身职业能力提升体系构建研究

Research on the Construction of the Lifelong Professional Ability Promotion System of the New Generation of Migrant Workers in the Process of Citizenization

在新型城镇化建设阶段,切实推进新生代农民工终身职业能力提升体系构建对于促进农村转移劳动力市民化意义重大。当前,我国的新生代农民工终身职业能力提升体系建设中存在社会化培训机制不完善、法律保障不全面、资金保障不充分、培训激励不到位等问题。鉴于此,从构建多主体协作机制、健全法律法规保障机制、建立多渠道筹措机制、完善培训激励政策等四个方面提出了构建新生代农民工终身职业能力提升体系的建议。

In the construction of new urbanization stage, it is of great significance to promote the construction of the lifelong pro- fessional ability system of the new generation of migrant workers to promote the rural labor force cintizeniaztion. At present, the main problems in China＇s new generation of migrant workers＇ lifelong professional ability to enhance and training is mainly about the lack of systematic, continuous career p｜anning and career skills and other issues. This paper puts forward some suggestions on how to construct the new generation of migrant workers＇ lifelong professional ability system in the five aspects, that is, government leading function, con- structing multi-agent cooperation mechanism, perfecting laws and regulations, increasing financial capital investment and improving the enthusiasm of migrant workers. At present, main problems in Chinese new generation of migrant workers lifelong professional ability promotion system are imperfect social training mechanism, incomplete legal protection, insufficient fund protection and lack of training incentives. In view of this, this paper puts forward some suggestions on how to construct the new generation of migrant workers＇ lifelong professional ability from four aspects ： constructing multi-agent cooperation mechanism, perfecting the guarantee mechanism of laws and regulations, establishing multi-channel financing mechanism and perfecting training incentive policy.
