农村土地制度改革三项试点工作的成效与思考——以浙江省义乌市、德清县为例

Achievements and Reflections of Three Pilot Projects of the Rural Land System Reform: Empirical Research of Yiwu and Deqing, Zhejiang

农村土地征收、集体经营性建设用地入市、宅基地制度改革三项试点工作在北京市大兴区等33个县级行政区域开展以来,广受社会各界关注。农村土地制度改革三项试点工作意义重大,影响深远,两年半的改革进程取得了显著成效,但依然面临诸多复杂的问题及困难,需进一步深入研究。本文以浙江省义乌市及德清县为例,进行了实地调研,总结了两地改革进展与主要成效,分析了目前面临的问题与困难,对下一步工作提出了建议。

The society is widely concerned about the implementation of three pilot projects of rural land expropriation, collective commercial construction land entering the market and homestead system reform in Daxing, Beijing and other 32 counties. The three pilot projects of rural land system reform are of great significance and far-reaching impact. It has achieved remarkable results in the two-and-a-half year. However, there are some complicated problems and difficulties which need further research. Taking Yiwu and Deqing, Zhengjiang as examples, this paper conducts field research, summarizes the reform and main achievements of them, analyzes the existing problems and difficulties and makes a brief analysis of some thoughts for the next step of work.
