社会治理视域下群团组织参与“精准扶贫”路径探析——以C市共青团为例

Analysis on the Path of Group Organizations Participating in “Targeted Poverty Alleviation” from the Perspective of Social Governance——Taking the Communist Youth League of City C as An Example

自习近平于2013年在湖南湘西地区考察时首次提出了"精准扶贫"方略后,"精准扶贫"逐渐成为全面建成小康社会伟大事业的重要一环。C市作为全国共青团改革方案的试点城市,同时也作为我国西部地区具有特殊意义的重要节点城市,其"精准扶贫"工作亦异常艰巨。通过采用参与观察、深度访谈的社会学人类学调查方法进行深入研究,试图将以C市共青团作为代表的这一具有推广意义的精准扶贫个案模式化,并为其他各省市、高校提供可参照借鉴案例,以期探索群团组织参与基层社会治理的全面高效路径。

The 18th National Youth League turther clarified that the Communist Youth League is the party ＂s loyal assistant and loyal reserve army. The party＇s cause is the group＇s cause. Since Xi Jinping first proposed the strategy of ＂targeted poverty alleviation＂ in the Hunan Xiangxi area in 2013, ＂targeted poverty alleviation＂ has gradually become an important part of the great cause of building a well-off society in an all-round way. As a pilot city for the National Youth League reform program, City C is also an important node city with special significance in the western region of China. The city＇s ＂targeted poverty alleviation＂ work is also extremely arduous. Through the sociological anthropological survey method of observation and in-depth interviews, supplemented by analysis, this paper attempts to model the highly popular case represented by the Communist Youth League of City C and promote it to other provinces, cities and universities in order to discov er a comprehensive and efficient path for group organizations to participate in grassroots social governance.
