Latest Introduction & Interpretation for Drawing up “Mandatory Safety Standards for the Carriage of More than 12 Industrial Personnel on Board Vessels Engaged On International Voyages”

In order to meet the increasing needs of the international offshore engineering and marine energy exploitation activities and to ensure the safe carriage of industrial personnel on ships engaged on international voyages, the IMO Maritime Safety Commission （MSC96） decided to develop a mandatory code on the transport of industrial personnel and to revise the SOLAS to include the relevant requirements. Taking into account the complexity of this issue, the paper introduces and interprets the relevant discussions and conclusions during the development of the mandatory safety standard since the MSC96.
