摘要 为满足国际日益增长的海洋工程和海上能源开采活动的需求,并确保在国际航行船舶上安全载运工业人员,国际海事组织(IMO)海上安全委员会(MSC96)决定制定一份关于载运工业人员的强制性法规并对SOLAS进行修订以纳入相关要求。考虑到问题的复杂性,文章就自MSC96次会议以来对该强制性文件讨论的相关问题和形成的结论进行介绍和解读。 In order to meet the increasing needs of the international offshore engineering and marine energy exploitation activities and to ensure the safe carriage of industrial personnel on ships engaged on international voyages, the IMO Maritime Safety Commission (MSC96) decided to develop a mandatory code on the transport of industrial personnel and to revise the SOLAS to include the relevant requirements. Taking into account the complexity of this issue, the paper introduces and interprets the relevant discussions and conclusions during the development of the mandatory safety standard since the MSC96.
