业主自治与社区共治——以苏州H社区为例

Owner Autonomy and Community Co-governance——Take Suzhou H Community as an Example

本文从"元治理"的视角出发,基于苏州H社区的个案,针对业主自治的困境,探讨了居委会与业委会共治的思路。即通过共治带动自治,通过自治促进更高水平的共治,最终完成社区治理结构的转型。

From the Perspective of ＂ Meta - governance＂,based on the Case of Suzhou H Community,in View of the Dilemma of Owner Autonomy,this paper probes into the thinking of the joint governance of the neighborhood committee and the industry committee. That is,promoting autonomy through co-governance,promoting a higher level of co-governance through autonomy,and complete the transformation of community governance structure finally.
