This paper firstly discussed data organizing form and data describing process of GIS thematic database and then probed into the process of thematic cartography of GIS. With idea of levels design as a principle and thematic database as a basis, it explained the method and process of programming GIS of thematic map. Furthermore, this paper realized map expression of GIS thematic database with a practical GIS cartography model and it is the reflection of GIS's function in the process of automatic realization of cartography.
