重庆市公共支出减贫效应提升对策研究

The Promotion Countermeasures of Public Expenditure Poverty Reduction Effect in Chongqing

在我国经济增长的"涓滴式扶贫"逐渐变弱的背景下,以公共支出为主的"瞄准式扶贫"成为反贫困的主要方向和措施。根据重庆市贫困和公共支出现状及存在的问题,可从优化财政支出结构、教育精准扶贫、拓宽医疗卫生筹融资渠道以及强化基础设施建设四个方面促进重庆市农村公共支出的减贫效应。

At present, the ＂trickle-down poverty alleviation＂ of economic growth in our country has gradually weakened, while public expenditure as the main direction and measurement of ＂targeted poverty alleviation＂ has become the trend. Taking Chongqing as an example, this paper analyzes the poverty and public expenditure status quo and existing problems in Chongqing. It then gives the countermeasures to promote poverty reduction effect from five aspects： optimizing fiscal expenditure structure, targeting poverty alleviation of education, widening financial channel of medical and health care, and intensifying infrastructure construction.
