电动自行车盗窃案件侦防对策研究——以西安市阎良区为分析样本

Research on Criminal Investigation and Prevention Countermeasures of Electric Bicycle Theft Cases——Based on the Analysis Samples from Yanliang District of Xi'an City

全国电动自行车保有量持续增长,也随之带来了盗窃案件的持续升温,严重影响了城市治安与公众安全感的提升。以西安市阎良区为分析样本,通过对电动自行车盗窃案件的发案率、案发区域、作案方式、销售渠道等案件特点的分析与梳理,以及当前电动自行车盗窃案件侦防体系中的不足,从而提出树立破小案意识、利用大数据思维与新型科技、完善巡控体系与群防群治建设、管控二手市场、发展公共交通等侦防对策。

With the increase of holdings of electric bicycles all over the country, the theft cases also increase accordingly, which has severely affected public securities in cities and has a strong impact on the improvement of people’s security sense. Based on the analysis samples from Yanliang District of Xi’an city, through analyzing and sorting out the crime rate, crime zone, crime modus, and selling channels, as well as deficiencies in criminal investigation of theft cases of electric bicycles, so as to propose the countermeasures of investigation by setting up a sense of solving the small cases, making full use of big database and new technologies, further improving the patrol system and construction of mass prevention and mass treatment, supervising the market of second-hand electrical bicycles, and developing public transportation.
