多元共治的社区微更新--基于浦东新区缤纷社区建设的实证研究

Multiple Participation in Community Micro-renovation: An Empirical Study Based on the Colorful Community Construction in Pudong New Area

缤纷社区建设是上海市浦东新区在社会治理创新背景下开展的社区多元共治的实践。以社区微更新为载体,探索一条符合超大城市特点和规律的社会治理新路。在多元共治的理论和实践解析的基础上,系统梳理两年来浦东新区缤纷社区实践,提炼出缤纷社区建设的核心要素,包括缤纷社区内容、多元主体角色、共同治理方法。通过调查和访谈,重点分析社会组织为媒、专业人士为媒、企业为媒3个典型模式,并对下一步缤纷社区建设提出优化策略,为其他城市开展社区微更新工作提供可复制、可推广的经验。

The construction of colorful community is the practice of community pluralistic community-governance in Pudong New Area under the background of social governance innovation. It takes the community micro-innovation as the carrier to explore a new way of social governance which is in line with the characteristics and laws of the super cities. On the basis of the theory and practice analysis of co-governance, this paper systematically combs the colorful community practice in Pudong New Area in last two years and extracts the core elements of the colorful community construction, including the colorful community content, the multi roles and the common governance method. Through the investigation and interview, it focuses on three typical modes including social organization oriented mode, professional oriented mode and enterprise oriented mode. Finally, the optimization strategy is put forward for the next step of community construction, which provides a replicable and popularized experience for other cities to carry out community micro-innovation.
