生态型地区总体规划创新探索——以上海崇明2035总规编制为例

Innovative Exploration on the Master Plan in Ecological Areas: A Case Study of Chongming 2035 Master Plan

我国生态型地区在发展理念上经历了消极对待、被动式保护、生态强管控、生态文明建设4个阶段,并逐步成为新时代背景下的关注焦点。同时,传统规划编制缺少对生态型地区的关注,需要探寻不同于城市地区的规划编制思路。结合上海崇明总体规划的编制进行创新探索,首先梳理崇明生态岛建设历程与历版总体规划,基于上海对崇明建设世界级生态岛新定位,剖析本轮总规面临的核心问题,提出战略引领、两规合一、实施管控等技术路线。进而提出崇明总规编制的4个技术创新探索:规划理念方面,倡导"+生态"与"生态+",探索生态地区发展新路径;空间模式方面,关注全域空间谋划,突出城镇空间减量与增量管控,推动乡村地区存量活化;特色管控方面,塑造崇明特色风貌,推动交通布局模式转型,强化导则管控与创新;成果表达方面,从技术文件转向"政策报告",更加便于公众参与。

The development concept of ecological areas has gone through four stages： passive treatment, unactive protection, strong ecological control and ecological civilization in our country, and is gradually becoming the focus of attention in the new era background. At the same time, traditional planning also lacks concerns on the ecological areas, and needs to explore planning ideas different from those in urban areas. Based on the new position of Chongming as a world-class eco-island and the analysis of the core issues raised from Chongming master plan, this paper proposes the strategic guidance, two plans integration, the implementation of control and other technical routes. In addition, this paper proposes four technological innovations in Chongming master plan. First, in terms of the planning concepts, it advocates ＂＋ ecology＂ and ＂ecology ＋＂, and explores the new ways for the development of ecological areas; secondly, in terms of the spatial patterns, it promotes spatial planning for the entire domain, highlighting urban space reduction; thirdly, in the area of distinctive management and control, it attempts to shape the characteristics and style of Chongming, promotes the mode of transport layout, and strengthens the control and innovation of guidelines. Finally, for the format of fnal delivery, it changes from the technical documents to the policy reports, which is conducive for the public to participate.
