社会近代化视野下江浙地区海洋灾害应对机制的转变

Transformation of Marine Disaster Coping Mechanism in Jiangsu and Zhejiang Areas from the Perspective of Social Modernization

鸦片战争以来,随着江浙地区社会近代化的演进,传统海洋灾害的应灾机制也呈现出蜕变之势,具体可表现为救灾机制及防灾机制转向近代化。江浙地区社会近代化与海洋灾害应灾机制的近代化呈现出既相互交织又相辅相成的关系,这既是近代化的演进规律使然,也是江浙区域发展特性所致。江浙地区海洋灾害应灾机制的近代化不仅凸显了此区社会近代化的历史进程,也为此区新型海洋灾害应灾机制的构建奠定基础。

Since the Opium War,along with the social modernization in Jiangsu and Zhejiang areas, the traditionalmarine disaster response mechanism is also showing a trend of metamorphosis,which can be showed the disaster reliefmechanism and disaster prevention mechanism turn to modernization. The relationship between modernization ofJiangsu and Zhejiang areas and the modernization of disaster relief mechanism of marine disasters shows interwovenand complementary, which is not only the result of the law of modernization, but also the regional developmentcharacteristics in Jiangsu and Zhejiang areas. The modernization of disaster mechanism of marine disasters in Jiangsuand Zhejiang areas not only highlights the historical process of social modernization, but also lays the foundation forthe construction of new marine disaster response mechanism.
