区域协调发展战略下成渝城市群跨域合作的政策、机制与路径

Policies, Mechanisms and Paths of Cross-Regional Cooperation in Chengdu-Chongqing Urban Agglomeration under the Strategy of Regional Coordinated Development

区域合作是促进区域协调发展的重要手段,培育发展中西部地区城市群、建立城市群发展协调机制是区域协调发展战略的方向之一。成渝城市群作为西部地区典型城市群,在区域发展和促进全国区域协调发展中具有重要作用。2011~2017年成渝城市群80条府际协议数据以及28项政策文本表明,国家高度重视西部地区区域协调发展问题,成渝城市群跨区域合作治理局势明朗,并在跨区域合作治理过程中形成了治理网络机制和协作网络机制,但仍然存在部分阻碍。为提升合作绩效、实现区域一体化,响应区域协调发展战略,成渝城市群要加强区域协同治理,以合作驱动区域经济加快转型升级,形成内陆开放型经济发展的"高地效应"。

Regional cooperation is an important means to promote the coordinated development of the region.To cultivate urban agglomerations in the western and central regions and establish a coordinated mechanism for thedevelopment of urban agglomerations is one of the directions of regional coordinated development strategy.Chengdu-Chongqing urban agglomeration, as a typical urban agglomeration in the western region, plays animportant role in regional development and coordinated development of the whole country. The data of 80 intergovernmentalagreements and 28 policy documents of the Chengdu-Chongqing urban agglomeration from 2011 to2017 show that the state attaches great importance to the coordinated development of the western region. Thesituation of cross-regional cooperative governance of the Chengdu-Chongqing urban agglomeration is clear. In theprocess of cross-regional cooperative governance, a governance network mechanism and a cooperative networkmechanism have been formed, but some of them still exist hindrance. In order to improve the cooperation performance and realize the regional integration, and respond to the regional coordinated development strategy, theChengdu-Chongqing urban agglomeration should strengthen regional coordinated governance, accelerate thetransformation and upgrading of regional economy by cooperation, and form the ＂highland effect＂ of inland openeconomic development.
