邓小平对外开放理论的形成和发展,其核心要义是实事求是,一切从实际出发,尊重社会经济发展规律,抢抓国际机遇为我所用,加快发展壮大自己;将属于全人类包括资本主义发达国家创造的文明成果很好地互学互鉴,始终牢牢把握开放的主动权,趋利避害,平等互利,共同发展,同时坚持独立自主、自力更生。通过改革开放,我国充分吸收利用了大量的外商投资、先进技术和管理经验;开展国际投资和经济技术合作,推动了产业结构调整升级、科技自主创新;创造了大量的就业机会,增加了国家财税收入;对外开放和对外经济获得了空前的大发展。习近平新时代中国特色社会主义思想关于对外开放的精辟论述,是对邓小平对外开放理论和实践的继承和发展,新时代的开放坚持主动、双向、全面,坚持公平包容、互利共赢,坚持以"一带一路"建设为重点,将引领我国进一步提高对外开放水平,让开放成果更多惠及中国与世界。

The very essence of the formation and development of Deng Xiaoping’s theory of opening up is seeking truth from facts： proceed everything from reality, respect laws of social economic development, seize international opportunities on our behalf, accelerate self development; learn from the achievements of all other civilizations including those made by developed capitalist countries, always hold the initiative in opening up, draw on the advantages and avoid disadvantages, uphold equality and mutual benefit, promote common development; and insist on independence and self-reliance. Through reform and opening up, our country sufficiently absorbs and utilizes massive foreign investments, advanced technologies and management skills; carries out international investment and economic-technological cooperation, promotes adjustment and upgrading of industrial structure, and independent innovations in science and technology; creates massive employment opportunities, increases state financial revenue; achieves unprecedented development in opening up and foreign economic relations. The incisive expositions on opening up in Xi Jinping thought of socialism with Chinese characteristics for a new era are inheritance and development of Deng Xiaoping’s theory and practice of opening up. Opening up in the new era insists in initiation, bi-direction, and comprehensiveness; in justice and tolerance; and in “one belt one road” initiative as the key to lead our country to upgrade opening up and make its achievements benefit China and the rest of the world further.
