应用型高校校级科研项目管理创新研究——以××学院继续教育研究项目为例

Innovation of the Management of Campus-level Research Projects in Applied Higher Schools

应用型高校校级科研项目一般存在着教师不重视、申报积极性低,报账程序烦琐、经费报销困难,研究成果质量不高、实际应用价值较低,时间观念不强、延期结项问题突出等问题。根据国务院《关于优化科研管理提升科研绩效若干措施的通知》精神,结合应用型高校实际,在科研项目管理创新方面可采取以下措施:对研究项目实行预立项管理,试点经费包干使用制度,强化科研项目绩效评价。

Campus-level research projects in applied higher schools exist some problems, such as negligence by teachers, sluggishness in applying, cumber in accounting procedure, low-quality in research findings, low-value in practical application, indifference about the schedule, delayed completion and so on. According to the spirit of Announcement of Measures about Optimizing Research Management and Promoting Research Achievement by the State Council and realities of applied higher schools, several measures such as pre-project management, pilot practice in fixed expenditure, emphasizing performance evaluation and so on, can be adopted to solve the problems.
