This article, through analyzing the current situation of rainwater utilization at home and abroad, and Looking forward to the future using of rainwater, combined with the current situation of DongZhi Plateau, builds the system of rural and urban rainwater collection, analyzes the ecological environment effect, economic effect and social benefits of rainwater utilization in DongZhi Plateau, puts forward the counter plans from the perspective of management, publicity, policies and regulations with the aim of dealing with practical problems of the rainwater utilization, It has an important practical significance for realizing the rainwater utilization and conservation of water and soil in the loess plateau.
