国家和地方在民主管理制度方面的立法,需要基层组织健全完善相应的实施办法和落实措施,才能保证落地开花。中国特色社会主义进入新时代,积极探索落实好职代会各项职权的新思路、新方法,推动基层民主政治建设生动发展是各级工会组织的神圣使命和责任担当。依法按程序民主选举职工代表,采取多种形式搞好职工代表业务培训,着力提高职工代表的综合素质和履职能力是发挥职代会制度作用、依法落实职代会各项职权、有效提高职代会运行质量的基础和保障。

National law and local regulation on democracy management system need local institutions to establish and improve sound policies and measures. Now socialism with Chinese characteristics has entered a new era. The author hold the view that exploring new paths which fulfill the various functions of the workers＇ congress and promoting grassroots democracy are the obligation and responsibility of trade union of all levels. Electing employee representative in accordance with law, training representative by multiple means and improving overall quality and ability is the cornerstone of operating the workers＇ congress system, implementing the function and higher efficiency
