安徽省高等教育财政支出现状及效果分析

Analysis on the Present Situation and Effect of Higher Education Financial Expenditure in Anhui Province

政府财政支出对于高等教育的发展至关重要,一直以来其都是高校教育教学得以持续发展的动力所在。通过对于安徽省2003年-2016年间的相关政府财政投入以及普通高等院校的毕业率、就业率等数值的收集,了解安徽省高等教育财政支出的现状以及支出效果如何。利用绝对规模以及相对规模为渠道研究安徽省的财政规模,同时以结构分析进行财政支出的微观研究,指出在安徽省在高等教育发展过程中,应当从整体力度、分配结构、机构组织以及管理制度等方面全面完善财政经费的支出体系。

The government financial expenditure is very importantfor the development of higher education. It has always been thedriving force for the continuous development of college educationand teaching. Through the collection of related government fi-nancial input for Anhui Province between 2003 and 2016, as wellas the graduation rate and employment rate of ordinary institu-tions of higher learning, we will understand the status quo of thehigher education financial expenditures in Anhui Province andhow these expenditures are effective. We use absolute scale andrelative scale as channels to study the financial scale of AnhuiProvince. At the same time, we use structural analysis to conducta micro-study of fiscal expenditure, and point out that in the pro-cess of higher education development in Anhui Province, theoverall strength, distribution structure, institutional organization,and management system should be considered to comprehensive-ly improve the financial expenditure system.
