“一带一路”倡议下中国水电国际化发展路径

The Roadmap of China Hydropower International Development under the Belt and Road Initiative

"一带一路"倡议为中国水电国际化发展迎来前所未有的机遇。但是,"一带一路"沿线国家多为新兴经济体和发展中国家,中国水电国际化发展面临政治、经济、社会、技术等多方面的挑战。因此,中国水电国际化需要顶层规划、制定正确的发展路径。本文在深入分析"一带一路"沿线国家基本情况、水电开发迫切性和水电开发潜力的基础上,提出中国水电国际化发展应遵循"高端切入、规划先行;技术先进、质量优良;风险防控、效益保障;开放包容、合作共赢"的行动路径,认为中国水电企业在开拓国际水电市场的同时,应打造中国水电品牌、提升国际形象与影响力,确保中国水电国际化进程有序有效,可持续发展。

The Belt and Road Initiative has brought unprecedented opportunities for China hydropower international development.However, the countries along the Belt and Road are mostly emerging economies and developing countries. The internationalization of China hydropower is facing risks from the politics, economy, society, engineering technology and so on. Therefore, the internationalization of China hydropower needs to establish a correct development roadmap. Based on getting more insight of the basic situation of countries along the Belt and Road, the urgency and the potential of hydropower development, this paper proposes the development roadmap for China hydropower internationalization, which should follow the principle of ＂advanced entry, planning first ; advanced technology, excellent quality ; strict risk control, benefits protection ; inclusive cooperation, mutual benefit and win- win＂ . While developing the international hydropower construction market, we should establish the brand of ＂China Hydropower＂, enhance the international image and influence, and ensure the orderly and effective sustainable development of China hydropower internationalization process. It has certain reference significance for the revision and improvement of China＇s hydropower enterprises＇ internationalization development strategy.
