Analysis of maritime fisheries cooperation between China and ASEAN

"21世纪海上丝绸之路"倡议,为中国与东盟海洋经济融合发展提供全方位指导。海洋渔业是海洋经济的重要组成部分,成为双方海洋经济融合发展的首要推力。深入分析中国与东盟海洋渔业合作领域,探究双方水产品贸易规模及结构并运用贸易指数对互补性、竞争性进行论证分析,提出对策。研究表明:中国与东盟海洋渔业合作领域广泛,中国-东盟自由贸易区的建立和海上丝绸之路倡议的提出促进了双方海洋渔业合作,水产品贸易增长很快且贸易结构稳定,双边贸易以互补性为主,并存在一定的竞争关系;双方海洋渔业合作尚存在养殖方式传统、捕捞技术落后、加工基础薄弱、资源养护程度偏低、水产品贸易品种单一等问题,以"互联网+"为平台、以渔业经济新常态为出发点、以"走出去"战略为推手、以生态可续发展为根本、以海洋渔业共同体为落脚点挖掘合作潜力。

the proposal of ＂maritime Silk Road in twenty-first Century＂ was put forward to providing all-round support for the marine economic interconnection between China and ASEAN.Marine fishery is an important part of the marine economy, and has become the primary thrust of the economic integration of the two sides. We should further analyze the cooperation between China and ASEAN, explore the scale and structure of aquatic products trade, and analyze the complementarity and competitiveness by using trade index, and put forward countermeasures. The research shows that China and ASEAN marine fisheries cooperation was in a wide range of fields. The establishment of China ASEAN Free Trade Zone and the maritime Silk Road initiative promote bilateral cooperation in marine fisheries, aquatic products trade is growing fast and has a stable trade structure. However,marine fishery cooperation still has some problems in fishing technology backward, traditional breeding methods, low processing level, the low level of resources conservation. The cooperation should be started with ＂Internet plus＂ as a platform,the fishery economic new normal as a point, ＂go out＂ strategy as a driving force,to tap the potential for cooperation.
