Research on the Social Integration Mechanism of the New Generation of Migrant Workers

新生代农民工的社会融合意愿强烈,但是其社会融合能力相对较低。在国家城镇化战略大背景下,新生代农民工的社会融合成为必然趋势,并为国家和社会所关注。新生代农民工社会融合机制的建立与完善,将显著提升新生代农民工的社会融合能力,促进越来越多的新生代农民工实现市民化、再社会化。应建构一个包括政府、企业、非政府组织和社区在内的多方参与、多元聚力的社会融合机制。在这一机制中,政府作为城市管理者,需要做的是转变管理理念,为新生代农民工的市民化、再社会化完善制度,创造开放的社会氛围,赋予新生代农民工公民地位,提高其融合能力。非政府力量和用工企业需要将新生代农民工纳入人才发展战略,承担起农民工职业培训的主体责任,采用积极的就业方式提高新生代农民工的经济融合能力。城市社区需要加强社区建设,开展多种多样的社区教育,增强新生代农民工的城市认同感和归属感,实现其城市生活的深入融合。

The desire for social integration of the new generation of migrant workers is strong, but their ability of social integration is relatively low. Under the background of national urbanization strategy, the new generation of migrant workers has become the inevitable trend and concerned by the state and socie ty. Establishment and perfection of the social integration mechanism of the new generation of migrant work ers will remarkably improve the ability of social integration of new generation of migrant workers, and pro mote more and more new generation of migrant workers to realize citizenization and re socialization. A multi party participation and multiple cohesion social integration mechanism should be built by the government, enterprises, non governmental organizations and communities. In such mechanism, as a city manager, the government needs to change management concept and perfect the system to create an open social atmos phere, give citizenship status and improve their ability of social integration for the new generation of mi grant workers, and thus realize their citizenization and re socialization. Non governmental organizations and enterprises need to bring the new generation of migrant workers into the strategy of talent development, undertake the main responsibility of vocational training for migrant workers and adopt a positive employ ment policy to improve the economic integration ability of the new generation of migrant workers. Commu nities need to enhance their own construction, develop a variety of community education for the new genera tion of migrant workers to enhance their sense of urban identity and belonging and realize their deep integra tion of city life.
