发展生态文明实现精准扶贫可行性研究——以宁夏中卫市为例

Research on the Feasibility of Developing Ecological Civilization to Realize Targeted Poverty Alleviation——Taking Zhongwei City in Ningxia as an Example

西部是生态文明建设示范区和扶贫攻坚的主战场,宁夏中卫市作为西部的典型代表,研究其生态文明建设与精准扶贫关联性,对在全国开展精准扶贫有引导作用。论文分析了宁夏扶贫面临的困境的成因,分析了当前宁夏中卫市扶贫开发面临的产业发展乏力,农民增收难度大,政策法制建设薄弱,体制机制制约等方面的严峻挑战。在此基础上研究宁夏中卫市为突破困境做出的一系列举措。最后,提出了实施生态扶贫战略的相关建议。

The western region is the demonstration area for ecological civilization construction and the main battlefield for poverty alleviation. Zhongwei City in Ningxia is a typical representative of the western region, researching the relationship between the construction of ecological civilization and the targeted poverty alleviation plays a guiding role in carrying outthe targeted poverty alleviation in the whole country. The paper analyzes the causes of the difficulties faced by the poverty alleviation in Ningxia, and analyzes the severe challenges faced by the poverty alleviation and development in Zhongwei City, Ningxia, such as the weak industrial development, the difficulty of increasing farmers＇ income, the weak policy and legal system construction, andthe restriction of the system and mechanism. Based on this, a series of measures to breakthroughthe predicament in Zhongwei City of Ningxia are researched. Finally, some suggestions on implementing the strategy of ecological poverty alleviation are put forward.
