摘要
日本深化对非外交,重在构建从经济拓展到安全领域的全新日非关系。日本以离开本土举办第六届非洲发展国际会议为契机,通过了深化日非关系的《内罗毕宣言》,并写入了反恐、维持海洋秩序重要性等相关内容。日本急于展示其在非洲的经济、政治及军事存在,力图将非洲大陆打造成"自由开放的印度洋太平洋战略"支点,应对"一带一路"倡议在非洲的影响力。自然资源丰富、国际政治参与增强的非洲已成为日本实现"自由开放的印度洋太平洋战略"的外交重点之一。这充分反映出日本谋求政治、军事大国进程中的战略性外交意图。
Japan has been working hard to deepen its relations with Africa,seeking to fashion a new bilateral relationship that emphasizes economic and security relations.Taking advantage of the sixth Tokyo International Conference of African Development(TICAD VI)held in Kenya,Japan helped to push through the Nairobi Declaration,which aims at enhancing Japan-Africa relations and includes anti-terrorism cooperation and maintaining the maritime order.Japan is eager to increase its political,economic and security presence in Africa,because it intends to make Africa the pivot of its"Free and Open Indo-Pacific Strategy"so as to counter the influence of China's Belt and Road Initiative in Africa.The attempt to leverage Africa's rich natural resources and growing global political influence has become the key to Japan's IndoPacific Strategy,reflecting Japan's strategic intention of becoming apolitical and military great power.
