The Path to Settle Locally Unwanted Land Use Conflict——Experiences and Enlightenment From U.S. Community Interests Agreement

美国上世纪90年代兴起的社区利益协议运动使邻避冲突得到了很大程度的缓解。其制度和实践对我国的启示在于:邻避冲突的根本原因在于少部分人(受影响区域的居民)不成比例地承受了邻避设施的负外部性;只有给予这些受到影响的人特殊的利益,消除其承担负外部性的不平等,才能从源头上解决问题。

The community interest agreement movement that emerged in the United States in the 1990s has greatly eased the conflict of locally unwanted land use. The enlightenment of its system and practice to China is that the fundamental reason for the conflict is that a small number of people（ inhabitants in the affected area） disproportionately bear the negative externality of the neighboring facilities; the conflict can only be settled from root by giving special interests to these affected people and eliminating the inequality of their bearing negative externality.
