新时代地方新型智库建设相关问题及对策研究——以安徽省亳州市为例

Research on the Problems and Countermeasures of Construction of New Type Local Think Tanks in New Age

近年来,各地都在积极推进地方新型智库建设,打造高端智库品牌。亳州市目前已基本形成智库多元化发展格局,在智库研究成果、智库人才建设等方面取得重大突破,智库的影响力显著提升,但也存在着智库直接服务党委政府决策的能力不强、发展特色不明显、人才队伍匮乏、评价机制不健全等问题。为此,要从六个方面积极推动新型智库建设:坚持统一领导,整合新型智库资源;深挖传统文化资源,开展地方特色研究;坚持问题导向,健全决策咨询制度;积极招才引智,建立智库专家库;畅通信息发布渠道,建立智库评价机制;扩大交流合作,实现智库成果共享。

In recent years, local governments have been actively promoting the construction of new local think tanks and building high-end think tank brands. Bozhou City has basically formed a diversified development pattern for think tanks, and made major breakthroughs in the research results of think tanks and the construction of think tanks 'talents. The influence of think tanks has significantly increased. However, there are also problems such as the ability of think tanks to directly serve the decision-making of party committees, the lack of obvious development characteristics, the lack of talented personnel, and the imperfect evaluation mechanism. To this end, we should actively promote the construction of new types of think tanks in six aspects, namely, adhering to unified leadership and integrating new types of think tank resources, digging deep into the traditional cultural resources to carry on the local characteristic research, adhering to the problem orientation so as to improve the decision-making consultation system,actively recruiting talents to establish a pool of think tank experts, smoothing information distribution channels to establish a think tank evaluation mechanism, and expanding exchanges and cooperation to share the fruits of think tanks.
