纵观改革开放40年,我国农村土地产权制度一直处于动态演进的过程中。从"两权分离"到"三权分置",从"稳权"到"确权",从"权益保护"到"还权赋能",土地产权制度的演进深刻改变了农村经济社会结构,为农业和农村现代化创造了良好的制度环境。党的十九大作出实施乡村振兴战略的重大部署,开启了深化农村集体产权制度改革的新征程。立足于新时代国情和农情,加强农地产权问题研究,对于深化我国农村土地产权制度改革具有重要的理论与现实意义。

Throughout the forty years of reform and opening up, China′s rural land property rights system has been in the process of dynamic evolution. From ＂two rights separation＂ to ＂three right division＂, from ＂right of stability＂ to ＂right of confirmation＂, from ＂protection of rights＂ to ＂empowerment of rights＂, the evolution of land property right system has profoundly changed the economic and social structure of rural, and created a good institutional environment for agriculture and rural modernization. The rural revitalization strategy was put forward in the 19th National Congress of CPC, which had opened a new path to deepen the reform of the rural collective property rights system. To strengthen the research on the property rights of agricultural land is of great theoretical and practical significance to deepen the reform of the rural land property right system based on the national conditions and agricultural situation in the new era.
