摘要
基于利益相关者视角,分析指出我国的食品安全治理存在政府监管不到位、治理体系碎片化,企业片面追求经济利益、社会责任感缺失,消费者安全意识薄弱、信息渠道不畅通,社会组织发育不成熟、活动资源受限,科研院校重科研轻推广、忽视知识传播等困境。据此,提出政府转变监管方式、重塑治理体系,企业激活自我规制、增强社会责任,消费者增强安全意识、强化信息披露,社会组织培育参与能力、发挥独特作用,科研院校理论实践并重、推进成果应用等对策,以期实现食品安全的善治目标与健康中国战略的政治图景。
Based on the stakeholder perspective, the paper points out that the following problems exist in China′s food safety management . The government has failed in its duty of supervision and the governance system is fragmented. Some enterprises unilaterally peruse economic interests while they lack the sense of social responsibility. For consumers, many of them are lack of the sense of safety and it′s not easy for them to get various information. The social organizations have not been matured and their resources of the activities are limited. Some research institutions put all their emphasis on scientific research and ignore the importance of promotion and the dissemination of knowledge. Accordingly, this paper puts forward some countermeasures to achieve the goal of good governance of food safety and the political picture of China′s strategy of health. The government changes the way of supervision and reshapes the system of governance. Enterprises activate self-regulation and enhance social responsibility. Consumers enhance safety awareness and strengthen information disclosure. Social organizations cultivate the participating ability and play a unique role. Scientific research institutions pay equal attention to theory and practice and promote the application of results.
