摘要 政府购买校园足球公共服务对校园足球事业的发展有重要作用。运用文献、比较等研究方法,对目前我国政府购买校园足球公共服务的现状进行分析。存在主要问题:政府购买校园足球公共服务的力度和范围都有待扩展;政府购买校园足球公共服务的组织公信力与服务能力有待提升;政府购买校园足球公共服务的程序、运营机制有待规范和完善。建议:持续扩大政府购买服务在校园足球事业发展中的比重,引入竞价机制、多重利用社会资源;打造公共服务链,形成政府与社会组织合作治理的结构,规范政府购买服务的程序;加强制度的顶层设计,建立政府购买校园足球公共服务的监督、保障、反馈机制。 The government's purchase of campus soccer public service plays an important role in the development of campus football. Using the methods of literature review, comparison and other research methods, the author analyzes the current status of the government's purchase of public football services on campus. There are major problems: the government's efforts and scope for purchasing public soccer school football services have to be expanded; the public credibility and service capabilities of the government's public football service for campus soccer needs to be improved; the government's procedures and operating meehanisms for purchasing public soccer school football services need to be standardized and improved. Recommendations: Continue to increase the proportion of government procurement services in the development of campus football undertakings, introduce bidding mechanisms, and make multiple use of social resources; Build public service chains, form a structure for co-operative governance between government and social organizations, standardize the procedures for government procurement of services, and strengthen institutional the top -level design establishes the supervision, guarantee, and feedback mechanism for the government to purchase campus football public services.
