研究生培养奖助体系问题分析及其建构策略

当前,研究生奖助体系存在诸多问题:管理环节上奖助学金经费仍有不足,信息渠道缺失;测评环节上公平性难以把握,科学性值得讨论,合理性有待增强;监督环节上评定过程监督松散,发放过程监管不严,使用过程监督缺失;反馈环节上途径单一,程序复杂,透明度不够。为此,要构建研究生奖助体系新理念:保障每一位研究生个体的利益,理顺参与群体的资金结构和流动方向,形成多元化、多样性、多阶段、多层次的奖助体系;要构建研究生奖助体系新结构:在整体的发展思路下,构建的以研究生国家奖助学金、学业奖学金为基础,以研究生专项奖助学金、"三助"制度、研究生科技创新奖励为补充的多元混合资助体系。

At present, there are many problems in the graduate scholarship system： there are still some deficiencies in the financial resources of the scholarship and the information channels. It is difficult to grasp the fairness of the evaluation link, the scientificity is worth discussing, and the rationality needs to be enhanced. The supervision of evaluation process is loose, the supervision of distribution process is not strict, and the supervision of using process is absent. The way of the feedback link is single, procedures are complex and the transparency is insufficient. So, a new idea of postgraduate award system should be established： to protect the interests of each individual graduate student, to straighten out the capital structure and flow direction of the participating groups, and to form a diversified, diversified, multi-stage and multi-level award system; we also should build a new structure of the postgraduate award and assistance system： under the overall development thinking, a diversified and mixed funding system, which is based on the national scholarship and academic scholarship for postgraduates, supplemented by the special scholarship for postgraduates, the ＂ Three Assistance＂ system and the award for postgraduate scientific and technological innovation, should be constructed.
