1998年以来山西省市域城镇化水平效率测度与分析

Efficiency Measurement and Analysis on Urbanization of Shanxi Municipalities Since 1998

利用DEA对山西省11个市域进行了新型城镇化水平的效率测度,得知山西省城镇化效率从1998以来除朔州外,都曾经达到过DEA有效,但是长治、吕梁和忻州的纯技术效率较低,产业结构需要调整;2011年城镇化战略大力推进之后,新增晋中、吕梁和长治DEA有效,说明新增市域土地城镇化影响较大,需在人口城镇化和产业城镇化方面下功夫;朔州在此期间规模报酬递减,说明随着基础设施投资的加大,城镇化速度开始放缓。

By using DEA,this paper studies the efficiency of new urbanization in 11 municipal units of Shanxi province. It shows that the urbanization efficiencies have all reached DEA effectiveness since 1998 except Shuozhou. However,in Changzhi,Lvliang and Xinzhou,the pure technology is relatively low and the industrial structure needs to be adjusted. After the vigorous promotion of the urbanization strategy in 2011,DEA of Jinzhong,Lvliang and Changzhi is effective,indicating that the new urban areas are the result of land urbanization,but they also need further population and industrial urbanization. During the period,the scale compensation of Shuozhou declines,showing that with the increase of infrastructure investment,the pace of urbanization has begun to slow down.
