医保转型与发展:从病有所医走向病有良医

Transforming and Developing Health Protection:From Minimum Essential Coverage to Access to High-quality Healthcare

经过20余年的改革与发展,我国已经基本建成多元并存、覆盖全民的医疗保障体系,在医疗保障公平与效率的提升、医疗服务质量和可及性的提高等方面都取得了巨大成就,初步实现了"病有所医"的目标。但是,这一目标与我国新时代背景下的新环境、新要求已经不相适应,医疗保障体系自身的发展也面临着一系列困境。为了突破当前困境,并定位新时代我国医保发展的方向与目标,本文提出"小医保"和"大医保"的概念,认为我国医保必须逐步实现从"小医保"到"大医保"的转型,从而不断满足人民群众日益增长的对"病有良医"的需求。

After over 20 years of reform and development, China has built a primary universal health protection system comprised of multiple schemes. It has also made great achievements in promoting equality and efficiency of the health protection system, as well as healthcare quality and accessibility. It is fair to say that China has preliminarily achieved the goal of ensuring universal access to essential healthcare. However, this goal is not compatible with the new environ-ment and requirements for a New Era. Also, the health protection system is facing struggles. In an attempt to address existing problems, this paper puts forward the concept of ＂narrow＂ and ＂broad＂ scope of health protection. It also points out that China＇s health protection system must transform from ＂narrow scope＂ to ＂broad scope＂ in a gradual way, so as to continue to meet the public＇s growing need for high-quality healthcare.
