升级打造湖南千亿元油茶产业调查研究

Report on upgrading output value of oiltea industry to 100 billion RMB in Hunan

本研究从国家政策支持、湖南省油茶栽培规模、栽培品种潜力、产品开发前景、市场需求、技术能力等方面综合分析了湖南打造千亿元油茶产业的可能性;全面解析了当前湖南油茶产业发展存在的品种良莠不齐、老残油茶林面积大、栽培管理技术应用不到位、茶油及副产物深度利用不够、地方茶油品牌缺乏、财政支持力度不够、产业发展模式创新不到位、产业发展环境有待改善等问题;系统提出了切实制定湖南千亿元产业发展目标和政策措施、全面优化品种、规范油茶优质丰产栽培技术、全面实施油茶低产林改造、充分发挥深加工产品的增值效益、提升机械作业水平、着力打造湖南油茶产品、创新产业发展模式、加大培养人才力度等加快实施转型升级、规划打造湖南千亿元油茶产业的综合措施。

This research analyzed the possibility to create a hundred billion yuan oiltea industry from the perspective of national policy support, oiltea cultivation scale, cultivated variety potential, products development, market demand, and technical capabilities in Hunan comprehensively. And the problems such as mixed varieties, large area of old oiltea forests, insufficient cultivation and management techniques, not fully utilized by-products, few local oiltea brands, insufficient financial support and industrial development model innovation, incomplete industrial development environment, etc. are analyzed. The methods are proposed to formulate Hunan＇s one hundred billion yuan industrial development goals and policy measures, comprehensively optimize varieties, standardize high-quality and high-yielding cultivation techniques, fully implement the transformation of low-yielding forests, implement deep-processed products, enhance the level of mechanical operations, and build famous brands of Hunan, innovate the industrial development model, increase talents in oiltea industry and so on. Through this measures to accelerate the implementation of transformation and upgrading, and to build an integrated measure of 100 billion yuan of oiltea industry in Hunan.
