党内法规体系化是新时代党内法规建设的重要任务,其核心是界定党内法规的性质以及体系化的标准,而体系化标准的内在要求是逻辑自洽和价值同一。党内法规体系是社会主义法治体系重要组成部分,应厘清其与法律体系的外部衔接;同时,其内部结构独立于法律体系,应明确其内部法规的位阶。进而,党内法规体系化的最终目的是实现法治的价值目的,体现党依法执政的理念,应将法治理念指导下的党内法规整合在依法执政的主要事项中。
