乡村振兴演进韧性及其内在治理逻辑

The Evolution Resilience and Internal Governance Logic of Rural Revitalization

演进韧性作为一种新型治理路径,对于引导乡村韧性构建、推进乡村振兴、提升乡村治理能力,具有重要意义。选取多个经历扰动后并有多年从逆境中振兴的案例,对其中政府、市场组织、乡村集体等不同主体主导的振兴方式进行对比考察,发现乡村集体主导的振兴方式比政府和市场资本主导的振兴方式更具韧性和可持续发展能力。通过合理的治理机制提升经济韧性、社会韧性、生态韧性、组织韧性和城乡互动的扩展韧性,综合提高乡村振兴的演进韧性能力,更合乎价值理性,更有利于实现城乡社会生态系统要素的良性互动,更容易实现乡村振兴。

As a new governance path, evolution resilience is of great significance for guiding rural resilience,promoting rural revitalization and improving rural governance capacity. A number of cases which have been rejuvenating after many years of experience disturbance and many years of rejuvenation from adversity are compared,and the rejuvenation mode dominated by different subjects, such as government, market organization and rural collective, is compared. It is found that the revitalization of rural collective led is more resilient and sustainable than the government and market capital. Through reasonable governance mechanism, the economic resilience, social toughness, ecological toughness, organizational toughness and the expansion toughness of urban and rural interaction are improved, and the evolvement and tenacity of rural revitalization is improved, which is more reasonable, more conducive to the realization of the benign interaction of urban and rural social ecological system elements, and more easily to achieve rural revitalization.
