转变经济增长方式关键靠创新,根本动力在改革。深圳抓住创新驱动这个核心,不断完善制度环境、人才环境和金融环境,为新技术、新理念、新业态的孕育发展营造了良好的营商环境。随着改革进入"无人区"、创新进入"前沿区"、人才进入"新高地"、金融进入"领先区"、空间进入"紧凑区",深圳转变经济增长方式也面临制度改革受强约束等突出矛盾和问题。要加快形成有利于转变经济增长方式的制度环境、强化创新引领的政策环境,建立适应转型升级的人才战略、科技金融服务体系等。地方政府在深化落实各项改革政策的基础上,应更加注重优化营商环境,积聚创新资源,优化提升人才资源,创新利用空间资源。

Shenzhen adheres to the innovation drive to improve the institutional environment, talent environment and financial environment continuously to create good business environment for the development of new technology, new ideas and new business style. As the reform entering uninhabited areas, innovation entry into leading areas, talent entering new highlands, finance entry into leading areas and space entering compact areas,Shenzhen has to face strong constraints on institutional reform and other outstanding contradictions and problems.We should accelerate the formation of institutional environment, strengthen the innovation-led policy environment,and establish a talent strategy and a technology financial service system that are beneficial to the growth transformation. On the basis of the implementation of reform policies, local governments should pay more attention to optimize the business environment, accumulate innovative resources, optimize human resources and make innovative use of space resources.
