增强党内法规执行力路径探析

On the Way to Enhance the Enforcement Power of Inner Party Laws and Regulations

党内法规执行力问题既聚焦了理论关注,也有丰富的实践探索。目前,党内法规在执行力上尚存不足之处,其主要原因在于党内法规转化能力不足、运行机制不健全、执行系统环境缺漏等。对此,应注重对执行环境的建构,完善党内法规体系,加强党内法规与国家法律的衔接,健全党内法规运行机制,以进一步增强党内法规执行力。

The Intra-party Regulation includes three aspects：transf ormation ability,dynamic process and organic system.The execution of the Intra-party Regulation attracts theoretical attention and also rich practical exploration.The inadequacy of the execution of the Intra-party Regulation is the uncoordinated of the Intra-party Regulation system and the inadequacy of the transformation between the Intra-party Regulation and the national law.In order to strengthen the execution of the Intra-party Regulation,we should improve the Intra-party Regulation system,strengthen the cohesion of the Intra-party Regulation and state laws,improve the operation mechanism of the Intra-party Regulation,and pay attention to the construction of the implementation environment.
