试论绿色金融发展与生态文明建设的关系——以福建省为例

On the Relationship between Green Financial Development and Ecological Civilization Construction:Take Fujian Province as an Example

生态文明建设需要雄厚的资金支持,需要与绿色金融协同发展。福建省作为全国首个生态文明先行示范区,生态文明建设取得的突破性成效离不开绿色金融的支持,但也存在着城乡生态文明建设二元化、绿色金融供需矛盾加剧、企业"漂绿"缺乏监管、专业型人才紧缺等诸多问题,影响了绿色金融推动福建省生态文明先行示范区建设的进程。基于此,可以通过协同城乡发展一元化,优化金融工具使用,完善"绿色"考核问责机制,构建多元化监督机制等措施,以有效解决绿色金融发展与生态文明建设协同共建的问题。

The construction of ecological civilization requires strong financial support and needs to be coordinated with green finance.Fujian Province,as the country＇s first pilot project for the construction of ecological civilization demonstration zones,the breakthrough effect of ecological civilization construction is inseparable from the support of green finance,but there are still many problems to be solved.For example,the dualization of urban and rural ecological civilization construction,the contradiction between supply and demand of green finance,and the phenomenon of＂greenwashing＂ in the green industry.Comprehensive research shows that promoting the coordinated development of green finance and ecological civilization construction in Fujian Province needs to solve problems by establishing a coordinated urban and rural ecological civilization system;optimizing the use of financial instruments;strengthening the sense of responsibility of financial institutions;and mobilizing all parties to participate in supervision.Based on the above research,it is expected to provide a certain theoretical reference value for the coordinated development of green finance and ecological civilization construction in other provinces.
