焦作市在基本医疗保险、大病保险基础上,相继建立了由财政出资的困难群众大病补充保险和托底救助保障制度,形成"四重保障"体系,增加人民群众获得感和幸福感。在基本医疗保险上,焦作市政府坚持权责清晰、权利义务对应原则,同时,从解决人民群众最关心最现实最直接的问题入手,创造性地建立具有特定对象、由财政承担的补充保险和托底救助制度,有效破解因病致贫返贫难题。
