特朗普政府在2018年2月出台的《核态势评估报告》中清晰地阐述了美国当前的核安全观。相较奥巴马时期来说,特朗普政府的核安全观更具现实进攻性。为了追求本土及盟友与伙伴的绝对安全,美国不惜在《新削减战略武器条约》的限制下通过利用核武器现代化工程,使自身持续保有强大核威慑。针对美国当前政府的核安全观进行研究,能够在为我维护国家核安全提供美国视角的同时,为我下一步发展核武器、制定核战略提供理论参考。

The Nuclear Posture Review of 2018 has clearly stated the nuclear security concept of Trump administration, which is more practical and aggressive in comparison with that of Obama’s presidency. In pursuit of absolute security for its allies, partners and itself, the United States will maintain strong nuclear deterrence by modernizing the nuclear weapons under the restriction of New START Treaty. Studying on Trump administration’s nuclear security concept will not only enable us to see the considerations of the US on maintaining its national nuclear security, but also to use them in reference in developing nuclear weapons and nuclear strategy of our country.
