青年基金,从0到1——复杂系统管理与控制国家重点实验室培养青年科技人才的一种探索

Youth Fund,from Zero to One——An Exploration of Cultivating Young Talents in the State Key Laboratory for Management and Control of Complex Systems

人才是科技创新的根本和核心,而青年科技人才更是国家未来创新大潮中的主角。针对青年科技人才培养问题,尤其是如何助力他们从无到有独立开展科研的问题,复杂系统管理与控制国家重点实验室在自主研发经费及开放运行经费的科研管理实践中,面向青年科技人员,设立青年基金,支持其作为负责人独立开展科研工作。五年多的实施表明,青年基金收到良好成效,约50%青年基金获得者在后续三到五年内获得国家自然科学青年基金的支持。本文结合实验室背景介绍青年基金的创立及实施,在简要分析基金实施结果后探讨其存在的问题及改进的方法。

Talents are the core of scientific and technological innovation, and young talents will take leading roles in future innovation in China. In order to cultivate young talents to carry out research independently right after graduation, The State Key Laboratory for Management and Control of Complex Systems set up youth funds for young talents in lab＇s state-supported funding. More than five years management practice shows that youth funds are effective since more than 50% youth fund recipients got Youth Fund of National Science Foundation. This paper introduces establishment and implementation of Youth Fund, based on analysis of implementation results, discusses problems and methods for improvement.
