Practice and Thoughts on Deepening the Two-Level Administrative System Reform of Universities in the New Era and Thoughts

深入推进校院两级管理体制改革是解决高校办学规模膨胀带来问题的迫切要求,是"双一流"建设的重要基础,是构建中国特色现代大学制度的基本任务。文章通过对42所大学的调查,分析了目前校院两级管理体制中存在的诸多问题,并结合山东农业大学的具体实践,提出新形势下深化校院两级管理体制改革的具体路径。

Deepening the two-level administrative system reform of universities is indispensable to the problems caused by increasing enrollment-size, essential to the double-first-rate construction efforts and fundamental to the higher education system set up with Chinese characteristics. In this article,problems in the administration system at college and university levels are analyzed based on a survey in 42 universities,and a reforming plan is offered by using the practice in Shandong Agricultural University as an example.
