摘要
消费者的知识产权知行水准直接影响我国知识产权市场秩序和知识产权文化品质。我国知识产权文化政策目标应将知识产权法治体认与文化认同根植于每一个社会个体之内心深处,而不应仅局限于知识产权主体。基于对消费者知识产权知行状况调查及其影响因素的类型化分析,提出我国知识产权文化政策应兼顾消费者立场,根据消费者群体特点有针对性地优化政策措施:培育知识产权时尚消费观,矫正传统文化中的消极因素,增强消费者创新体验与参与度,加强基础教育阶段的知识产权价值观启蒙。
The level of consumers' consciousness and behaviors on intellectual property directly affects the order of intellectual property market and standard of intellectual property culture in China. Value recognition and cultural identity of the rule of intellectual property law and policies should be nurtured deep in the inner heart of every individual, not only just the subjects of intellectual property rights. That' s the ideal goal of intellectual property policies. Based on the investigation of consumers' consciousness and behaviors on intellectual property and the typological analysis of its impact factors which are to be revealed, this paper puts forward that intellectual property culture policies should take account of benefit balance in the position of consumers, and optimize the policy measures according to the characteristics of consumer groups, cultivate fashion consumption view for intellectual property, rectify the negative factors of traditional culture in China, increase the consumers' participation in all kinds of innovation activities, strengthen the intellectualproperty value enlightenment in the basic education stage.
