From Self-Reform to Co-Reform:Revisiting the Past 40-year Opening Up of China

对外开放40年,既是中国社会经济生活发生深刻变革的40年,也是中国与世界关系发生历史性变化的40年。对外开放的内容不断拓展丰富,对外开放、对内开放和开放的世界已经紧密地联系在一起。在执政党的主导下,对外开放围绕国内改革发展重点的转移不断升级转型,经历了从'引进来'的单向开放到'引进来'与'走出去'并重、对内对外开放并举的双向开放,从重点促进国内改革的单一目标向促进国内改革与推进国际制度变革并重的双重目标双重转型。执政党也经历了从改变观念到提升能力的转变。改变自我与相互改变是开放的基本主题。尽管对外开放深受国内因素和国际环境的制约,但是中国对外开放的大门已经不可能关闭。在新的时代起点上,要用更长远的世界眼光和更全面的大局观来重新审视中国与世界的关系,寻找在相互开放中共同改变的合理路径和可行选择。

In the past 40 years of opening up in China,great transformations have taken place in Chinese social and economic life and the relationship between China and the rest of world.Dimension of the opening up is gradually broadened.Opening to outside,opening within China and world open are closely connected.Under the leadership of the ruling party,the opening up policy is gradually updated with the shift of domestic reform focus.It is a double-transformation from one-way opening up with'bringing in'to two-way opening up with'bringing in'and'going out',and from focusing upon domestic reform to promoting both of domestic and international reform.The ruling party is also undertaking a change from adjusting ideas to strengthening capacities.Therefore,self-reform and co-reform are major theme for the opening up.Although this policy is seriously constrained by domestic factors and international environment,China will not close its door to the world.In a new situation,it is necessary to re-evaluate the relationship between China and the rest of world in terms of world vision and big-picture view and seek reasonable paths and feasible choices for mutual reform in promoting mutual opening up.
