世界自由贸易港运行规则对我国的启示

我国自由贸易港建设应借鉴已有的成功经验,并且顺应世界自由港目前面临的国际局势和发展趋势。应制定自由贸易港发展的法律新框架,从国家层面制定专门的自由贸易港法律,并完善相关的配套法律法规,各相关部门也需制定配套的规章和规范性法律文件,以保证自由港的正常有效运行;设立权力集中的高效管理机构,从中央到设有自由港的地方建立专门的自由贸易港管理委员会,各相关部门在自由港内集中办公,形成高效的管理体制;探索实施国际通行的贸易、投资、金融、税收等制度,并逐步完善其他相关配套政策;完善风险防控体系和监管制度,政策上采取循序渐进的方式,优惠力度从小到大,采取审慎的风险控制措施,依托信息化监管手段,建立自由灵活的监管机制;借助"一带一路"倡议构建港口联盟,与此同时,不断完善我国自由港自身的运行规则。
