公共管理伦理视角下的“医闹”现象研究

Research on the phenomenon of medical disturbance from the perspective of public management ethics

"医闹"具有强烈的社会危害性,并对公共管理伦理建设造成了困阻。由"医闹"事件分析得出政府在公共管理伦理方面建设不足,可使公共管理部门重视德性建设,并在法治和德治相统一的基础上,采用依法打击与心灵治理相结合等措施以有效防治"医闹"行为,维护公共管理秩序与社会公平正义。

The phenomenon of medical disturbance is greatly harmful to society; it hascaused difficulties to the construction of public management ethics. This article, based on theanalysis of medical disturbance events, concludes that the government is insufficient in theconstruction of public management ethics, advocates the construction of virtue by the publicadministration and proposes the measure of combining legal control and spiritual governance basedon rule of law and rule of virtue, so as to prevent the medical disturbance and maintain publicorder and social fairness and justice.
