摘要 应急避难场所的建设是提高大中城市综合防灾能力、应对突发性重大灾害事件的重要措施之一。笔者结合大城市应急避难场所运营特点,将人口热力图大数据技术应用到应急避难导引、应急指挥决策中,提出并设计实现了基于热力图大数据应急避难公共服务平台,为公众提供应急避难导引、求救及灾难信息上报,为应急指挥提供基于热力图大数据的智能信息技术支撑服务。 The construction of emergency shelters is one of the important measures to improve the comprehensive disaster prevention capacity of large and medium-sized cities and to deal with sudden major disasters. Based on the operational characteristics of emergency shelters in megacities, this paper applies big data technology of population thermal map to emergency shelter guidance and emergency command decision-making. In this article, a public service platform for emergency shelters based on thermal maps is proposed and well designed, which enables the public to search for emergency shelter guidance, report disaster information and send messages for help. In the end, it attempts to provide technological support of intelligent information for emergency command based on dynamic big data of heat map tool.
