摘要
PPP作为一种新兴"公私合营"的项目融资方式,其面临风险的程度较一般工程项目高。因此,如何对PPP项目进行合理的风险分析及防范十分重要。首先对PPP项目理论进行定性研究,进而选用Cov-AHP和模糊综合评判法从6个方面对PPP项目进行定量分析。同时,对大连湾海底隧道项目进行实证调查分析,通过评价指标体系和模型构建确定项目处于中等和较高风险范围等级,针对结论提供防范对策建议。
As an emerging “public-private partnership” project financing method, PPP is faced with higher risks than general engineering projects. Therefore, It is very important to carry out reasonable risk analysis and prevention of PPP projects. Firstly qualitative research is conducted on the theoretical direction of PPP project, and then the Delphi method and the Cov -AHP and fuzzy comprehensive evaluation method are selected to carry out quantitative analysis of PPP project from six aspects. At the same time, the Dalian bay undersea tunnel project for empirical research and analysis, by constructing evaluation system model and analyzing the results, the scope of the project in the medium and high-risk level is determined to provide prevention countermeasures and suggestions.
