基于Bonferroni均值算子的跨境电商发展水平直觉模糊评价方法

On the Evaluation of Cross-border E-commerce with Its Development Level via Intuitionistic Fuzzy Bonferroni Mean Operator

跨境电子商务围绕整个跨境贸易已形成从营销到支付、物流和金融服务的清晰完整的产业链,行业格局日渐稳固,各跨境电子商务区域间的发展非均衡现象一直存在.制约跨境贸易电子商务发展水平的主要影响因素包括跨境电商物流发展水平、跨境电子支付发展水平、电子通关发展水平与跨境电商基础设施与环境支持水平.针对各评价指标具有多样性和模糊性等特征,跨境电商的区域发展水平进行有效评价存在难度,分析研究了Bonferroni加权调和均值算子的优良性质,并结合直觉模糊数提出基于Bonferroni加权调和平均的直觉模糊多属性群决策方法,对跨境电商区域发展水平进行评价.以某省份部分区域的跨境电子商务为例,评价结果表明方法的有效性和可行性.

The cross border E commerce concerning the entire cross border trade has formed a clear and complete industrial chain from marketing to payment,logistics and financial services; its structure of in dustry is increasingly solid. However,the development shows regional unbalanced phenomenon in cross border E commerce.The main influencing factors restricting the development of E commerce cross bor der trade level of cross border are： E commerce supplier logistics development level, the development level of cross border electronic payments, electronic customs development and cross border infrastruc ture and environment support level.Due to the various evaluation indicators with diversity,fuzziness etc, it is difficult to evaluate the level of regional development of cross border E commerce suppliers effec tively.This paper analyzed the properties of Bonferroni weighted harmonic mean operator, combined with intuitionistic fuzzy number proposed for multiple attribute group decision making method of fuzzy Bon ferroni based on weighted harmonic average intuition, so as to evaluate the level of regional＇s develop ment of cross border E commerce supplier.Taking cross border E commerce in a certain province for in stance, the effectiveness of the method is evaluated and illustrated.
