铁路装卸业务外包的风险与防范对策

A Study on the Risks and their Precautions in Outsourcing of Railway Loading and Unloading Operation

业务外包是一种创新的经营管理模式,铁路装卸业务外包主要是将人力(含人力辅助)装卸业务发包给具备相应资质的法人单位完成。为加强铁路装卸业务外包管理,根据铁路装卸业务外包现状,在分析其存在连带安全风险、装卸车质量风险和劳动用工法律风险的基础上,提出铁路装卸业务外包防范对策,即:通过慎选承包企业规避安全风险,通过监督管理卡控质量风险,通过明晰管理内容防范劳动用工法律风险,为开启铁路装卸业务外包管理新模式提供风险防范借鉴。

Outsourcing is an innovative operation and management mode. Outsourcing of Railway handling operation means transferring the manual（including the human aided） handling operation to outside qualified legal entities under contracts. To reinforce management, based on a review of railway handling outsourcing and an analysis on the related risks in the aspects of safety, loading and unloading quality and labor and employment laws, this paper puts forward the following precautions, such as selecting the contracting enterprises cautiously to avoid the safety risks, reinforcing monitoring to shun the quality risks and clarifying the management contents to prevent the legal risks, which are expected to pave the way to innovate a new management mode of railway handling outsourcing.
