供给侧改革视阈下住房公积金运行绩效治理研究

A Study of Governance of Operational Performance of Housing Provident Funds from the Perspective of Supply-Side Reform

文章基于上海市住房公积金运行数据,引入DEA-Malmquist模型对住房公积金运行的绩效进行测度和实证分析,探究运行绩效问题的深层成因,提出加强供给侧结构性改革的绩效治理路径。一、实施开放化缴存政策,实现制度覆盖全部就业群体,试点弹性化缴存比例;二、实施差异化贷款政策,推广贷款政策性贴息,应用反抵押贷款方式,建立贷款政策应变机制;三、实施多元化提取政策,强化提取使用的改善民生功能,拓宽住房消费提取途径,探索销户提取补贴机制。客观上,在推进住房公积金治理体系现代化进程中,必须遵循中国特色的治理架构,完善住房公积金供给制度,创新供给方式,以适应国家"购租并举"为主要方向的新住房制度改革要求。

The performance of the housing provident fund has an important effect on the overall development of the country and the well-being of millions of people,which has become an important subject in both the political and academic circles.Based on the operation data of the housing provident fund system of Shanghai from 1996 to 2017,this paper introduces the DEAMalmquist model to conduct measurement and empirical analysis of the operational performance of housing provident fund,in order to explore the fundamental reasons for the operational performance problems of housing provident fund system and propose the governance approaches.First,the supple payment policy should be carried out to expand the payment coverage,to built a voluntary payment policy system,and to nurse the policy of flexible payment proportion.Next,the differential personal loan policy should be carried out to introduce the fiscal discount interest policy for individual housing loan,to promote reverse mortgage to building footwork mechanism for individual housing loan,and to introduce the housing finance policy.Finally,the diverse housing provident fund extraction policy should be carried out to expand the approaches of housing provident fund extraction for housing consumption,to explore the allowance approaches for housing provident fund extraction at the moment of closing the account,and to adjust allocation mechanism for the appreciation gains.Objectively,the administrator must abide by the governance structure with Chinese characteristics,improve housing provident fund supply system,and innovate the way of housing provident fund supply in order to better adapt to the requirements of housing system reform,which chiefly aims to encourage both housing purchase and renting,in the process of the modernization of governance of the housing provident fund system.
